Outbound dialer disappears from the screen but is working on the background

Hello, I found that periodically the Outbound dialler disappears from the screen but is working on the background. The icon also disappears from the tray. Is it a known behaviour and is there an explanation to this?

This will happen if you log back into Windows as a different user. Each user is presents with their own screen. The applications started by one user will not show in another user's screen.
