Correct Way To Host The Vg Service

Would anyone tell the best way to host the vg service to pick up calls? I am now making it started under the scheduled tasks at system startup. Using this method, the voiceguide panel won't show up (which is also assumed).

 

So, what's the best way? thanks in advance.
