Upgrade From 1 To 4 Lines

Hello, if we purchase the $99 for 1 line and then later on decide to upgrade to a 4 line setup, do we have to purchase the $199 (4 line) licence and we will have a 5 line license? Or is there another upgrade package to go from 1 license to 4 line licenses? Thank You
