It is not possible to add multiple mailboxes using the Voicemail Manager at the same time. Each new mailbox requires for you to enter the mailbox number and then press the "Add" button next to the text box in which the mailbox number was entered.

 

You can edit the VmBoxList.xml file directly as well.
