Dialer - scheduling a call to be made

I need a component which enables the IVR to initiate a call (meaning that the phone will ring, and when the user answers the IVR will be heard. I already have the 5.1.4060. is this component part of my package? if so, how do i implement the mentioned scenario? if not, how much does it cost?

Have you started the "Telephone Numbers Loader" application?

This app allows you to select which telephone numbers should be called.

 

Also, plz read the "Outbound Dialing" section of VG Help file.
